Skyline announces plans for the first phase of The Cliffs
Preliminary plat details the locations of homes, infrastructure and habitat

BOISE – Skyline Development Inc. will display the preliminary plat for the “North Neighborhood” – the first phase of The Cliffs, a 700-acre planned community in eastern Ada County.

Among other features, the first phase of The Cliffs will encompass approximately 350 homesites on 200 acres at the east end of the property. This first phase will include key infrastructure, such as the water reclamation center, amphitheater, several parks, an interpretive nature center, and main roadway.

The preliminary plat for the North Neighborhood will be unveiled tonight at the public informational meeting to be held from 6pm – 7:30pm at the Idaho Shakespeare Festival Interpretive Center (5657 Warm Springs Avenue). Ada County requires developers to hold at least one public meeting prior to submission to collect public comment and address comments and concerns.
Some of the noteworthy features of the first phase include:

  • Environmentally conscious platting Homes clustered to conserve and maximize wildlife habitat areas.
  • Pedestrian-friendly design Street connectivity is augmented with a system of pathways and trails, ensuring children, cyclists and pedestrians have convenient and safe access to destinations.
  • Innovative traffic measures Traffic circles – still something of a rarity in Ada County – will help move traffic through key intersections.
  • Independent services Skyline will provide land and build a fire station. The company will also supplement operations and maintenance expenses of the station until property tax revenues from The Cliffs make it self-sufficient.
  • Historical preservation Some historic foundations have been identified through our analysis of the property and will be preserved as part of the open space plan to remind visitors and residents about the heritage of the plateau.
  • Interpretive center This building will also function as a sales office while the first phase is built, and will eventually function solely as an environmental and cultural education center about the plateau, Boise River and other natural features in the area.
  • Water recycling The water reclamation plant will be no bigger than a typical barn, yet it will be able to treat the wastewater from all of the homes planned for The Cliffs, and process it to a level of cleanliness greater than that of the Boise River. The water will sustain ponds and native grass plots for wildlife.

In February, Skyline submitted its application to Ada County for the approximately 1,350 home residential/neighborhood commercial development to be built on 707 acres of privately-owned property above the Black Cliffs in Ada County near the intersection of Idaho 21 and Warm Springs Avenue. More than half of the property will be set aside as contiguous open space, the majority of which will be designated as restored habitat for wildlife.
The family comprising Skyline Development, a 38-year-old home-grown Idaho business, has developed and designed more than 15 Treasure Valley neighborhoods with well over 5,000 home sites, including The Hickories, Vienna Woods and Rockhampton. About 15,000 people valley-wide live in Skyline neighborhoods.
