SKYLINE SUBMITS APPLICATION FOR “THE CLIFFS” PLANNED COMMUNITY TO ADA COUNTY TODAY
Submittal follows a year and a half of analysis and community input

BOISE – Skyline I Development, Inc., today began its formal application submittal process with Ada County for “The Cliffs,” a 1,200- to 1,400-home conservation-based planned community to be built on privately-owned property above the Black Cliffs in Ada County near Idaho 21 and Warm Springs Avenue. With the 400-plus page document now in the hands of the county, The Cliffs development team will begin working closely with planners and the public to refine the plan.

“This is a significant day not only for The Cliffs project, but for residents of the Treasure Valley,” said Tucker Johnson, Skyline Development Company vice president and project manager for The Cliffs. “The Cliffs will bring together the best practices for traffic management, wildlife protection, fiscal independence and town planning and serve as a great example for future development in the Treasure Valley.”

As part of the application, Skyline’s submittal includes details of the poor existing habitat conditions as well as plans to restore and enhance a significant portion of the property. An in-depth analysis of the property will soon follow. In addition, the project’s preliminary findings for the economic impact study are included with the application. The comprehensive study will be submitted through work sessions with the county during the next few weeks.
The county’s process for planned communities is rigorous. To earn approval, the proposal must meet the Ada County Planned Community Ordinance, including detailed plans for 14 elements. These include plans for land use, housing patterns, geographic analysis of natural features, public services and utilities, open space and financing. After initial approval, developers must come back to the county for a review of each building phase.

“Today’s submittal represents the first step in our application process with Ada County,” Johnson noted. “In the coming months, our submittal will be refined to reflect guidance from county planners and public comment. This refinement will result in the creation of a final document that can be formally presented to the Ada County Planning and Zoning Commission.”
As part of its outreach effort beginning in January of 2005, Skyline representatives held informal interviews with more than 80 people including individual neighbors and small neighborhood groups, and representatives from special interest groups. The developer also hosted a public/neighborhood informational meeting February 9, which about 100 people attended. Johnson said Skyline will continue presenting to small interested groups and plans to host another public informational meeting in the coming weeks.

The family comprising Skyline Development Company, a 38-year-old home-grown Idaho business, has developed and designed more than 15 Treasure Valley neighborhoods totaling more than 5,000 homes, including The Hickories, Vienna Woods and Rockhampton. About 15,000 people valley-wide live in Skyline neighborhoods.
